While on patrol on September 23, 2021, Ptl. Decker engaged in an unreported and unauthorized pursuit of a motorcycle. During the pursuit, Ptl. Decker pursued the motorcycle through a residential neighborhood. In doing so, Ptl. Decker violated several Manchester Police General Orders to include provisions of the Pursuit and Forcible Stopping Guidelines G.O., failure to report the incident, failure to provide information to dispatch as to his location, improper use of the vehicle's MVR system, (Mobile Video Recording), failure to complete written reports as required, for failing to give suitable attention to the performance of his duties, and lacking knowledge of and compliance with established Police Department General Orders. The conduct occurred in 2021, but the investigation was completed in 2022. Ptl. Decker was suspended for a total of 48 days and was required to forfeit 48 days of accumulated personal, sick, compensatory, and or vacation time.
