Synopsis as reported by the agency

Employer has investigated a violation of the Camden County Police Department’s Rules and Regulations involving Officer Francis Marte #1208 under Internal Affairs case number 24-247. On June 30th, 2024, Officer Marte responded to a call for service in which the caller reported receiving threats. Upon his arrival, he failed to exit his patrol vehicle and failed to make any attempts to speak with the caller. Officer Marte then remained on the assignment and was later found sleeping on duty by a fellow officer. Additionally, Officer Marte failed to properly clear the assignment. Furthermore, during this investigation, Officer Marte reported taking medication which caused him to feel drowsy. Officer Marte failed to make any notification that he had taken medication that diminished his alertness and impaired his senses. During this incident, Officer Marte was already on employee monitoring for previously identified performance deficiencies. Officer Marte was issued a three (3) day fine and a fourteen (14) day suspension held in abeyance for one year.

Employer has investigated a violation of the Camden County Police Department's Rules and Regulations involving Officer Francis Marte #1208 under Internal Affairs case number 24-272 and 24-280. On July 22, 2024, Officer Marte was scheduled to report for a previous suspension and failed to report on time, Officer Marte also did not have his department property and equipment to turn in. Officer Marte’s left his equipment and duty belt, containing his loaded, department-issued firearm, in the trunk of his personal vehicle unattended and unsecured. On July 28, 2024, after previously being disciplined for falling asleep on duty, Officer Marte again fell asleep on duty in his patrol vehicle, where he was located by a supervisor. Prior to falling asleep Officer Marte was found to be watching social media videos on his phone, while sitting in his patrol vehicle. On July 31, 2024, Officer Marte was interviewed again for leaving his department issued equipment in the trunk of his vehicle, where it was left unsecured and unattended. During these afformentioned incidents Officer Marte was on monitoring for previously identified performance deficiencies. Officer Marte established a pattern of continuously failing to conform to the department's operating procedures while being on his 1 year probationary period. Officer Marte resigned from the department.
