Dieugrand Dorcely, 45, was killed when a police car swerved into his 1994 Dodge Spirit, causing it to flip over. But Douglas Armstrong of Irvington, the driver of a second car struck by the police vehicle, said he saw no car being directly pursued when the police cruiser swerved out of control and struck Dorcely's vehicle before hitting his car.
