When officers appeal their discipline

A removal is a firing. Of the 165 removal appeals, the Commission upheld 96, reversed 21 and modified 24, 21 of those to a suspension. A reversed removal returns the officer to the job, and under the back pay rule the award can include pay, benefits and seniority. The penalties the reduced removals became: suspension (21), demotion (1), removal (1), resignation in good standing (1).

Every penalty appealed, by kind as the minutes print it: removal 165, suspension 77, not printed in the minutes 27, demotion 5, resignation not in good standing 4.

The minutes print an Administrative Law Judge's recommendation for 234 of these appeals. The Commission adopted it in 214 and modified or rejected it in 16; the minutes record 4 more as adopted on a tie vote. In 6 of the rejections the Commission kept the employer's penalty after the judge had recommended a different one. These are the cases where the Commission departed from the judge:
