Authorities say the suspect, Julio Ramos, took off in reverse, dragging one of the officers toward Victoria Avenue. While Detective James Arroyo was being dragged, authorities say his partner shot Ramos once in the chest. The 31-year-old Ramos later died at University Hospital.
