Shegan Rubin was walking near Central Avenue when he was run over by a vehicle driven by Newark resident Alqamar Anderson, who was fleeing police, police said. Anderson was charged with vehicular manslaughter, eluding, assault by auto, driving while intoxicated and cocaine possession.
