How many investigations the county opened for each officer who appears in one. Above 1.0 means officers are named in more than one investigation on average.

County investigations divided by the unique officers named in them, both for the latest year. The denominator counts officers who were investigated, not officers employed, so this is a concentration measure and not a rate against department size.
