While attempting to move the patient from the medical facility to the ambulance. Ptl. Siedenburg reached around her head and neck area in his effort to return the patient to the ambulance . The action was not proportional to the amount of resistance being given. Ptl. Siedenburg's action was in violation of the use of force policy.
