Penns Grove police officers responded to an anonymous call of an unruly male wearing a white T-shirt in the area of Penn Village Apartments. As officers found MoShowon Leach, he allegedly refused to comply with police requests, which resulted in his being placed under arrest, police said. He fought and ended up with a broken neck.
