Conover knowingly failed to take proper action and caused subordinates to take improper action during of a burglary investigation. As result of the burglary investigation the suspect was released at the scene. Sgt. Conover further failed to maintain a good spirit of cooperation by making defamatory statements about a subordinate to other subordinates.
