On March 27, 2022 police dispatch received a call from a concerned parent stating her daughter’s ex-boyfriend was threating to post an inappropriate video of her online if he didn’t speak to her. The parent was on her way to Kean University and was requesting officers to be on scene while she spoke with her daughter. Officers responded to the scene and spoke with the mother and the victim. During the conversation with the victim the officers confirmed there was a previous dating relationship, both parties involved were over 18 and the male was threatening to post a sexual explicit video of the victim on social media if she didn’t speak with him. Sgt. Fong did not respond to the scene of the call nor did he speak with his officers while they were on scene with the victim and the mother. Due to Sgt. Fong not directing his subordinates the call was not handled properly.

On March 24th, 2022 at 1300 hours found property was recovered by from the Liberty Hall Academic Center. The item discovered was a Body Worn Camera issued to Sgt. Fong. Prior to the date of discovery of this incident there was no notification made by Sgt. Fong that he had lost his department issued Body Worn Camera. A review of the work schedule indicated that Sgt. Fong had last worked from Tuesday March 22, 2022 at 18:00 hours until Wednesday March 23, 2022 at 06:00 hours. This means that at least (31) hours passed since Sgt. Fong was last known to be at work or could have possibly been in possession of his camera. At no time during the (31) hours did Sgt. Fong report his department-issued camera missing.
