An investigation was conducted into an allegation that Officer Clark engaged in prohibited conduct with a person while on duty. The investigation revealed in July 2023, while on duty, Officer Clark engaged in conduct that was not authorized on duty. Officer Clark contacted a female and had her meet him. He admitted to being parked for an extended period of time, engaging in conversation with the female outside of the vehicle and during the encounter, kissing and hugging the female multiple times. While engaging in prohibited conduct he neglected to perform his work duties that are required by department policy and procedures. Officer Clark was charged with administrative violations of Prohibited Activity on Duty; Performance of Duty; Work Expectation; ; Loafing/Idling; Any other activity deemed inappropriate by the Chief of Police. Officer Clark received a 15- day suspension without pay.
