An internal investigation found that PO Guzman and his partner followed the suspect vehicle through several one-way streets in the opposite flow of traffic and neglected to notify their supervisor of such. PO Guzman's actions created a substantial risk to the public which outweighed the necessity to continue the pursuit. PO Guzman was sustained of violating the Department's vehicular pursuit policy. The incident occurred in 2021, but the appeal became final in 2022.
