Synopsis as reported by the agency
On 11/12/23, an incarcerated person was splashed with an unknown substance by two other incarcerated individuals at New Jersey State Prison, resulting in significant burns to his arms, face, and body. The incarcerated person was subsequently admitted to the Intensive Care Unit/Burn Unit at St. Barnebas Medical Center in Livingston. Although the individual's injuries were inflicted on 11/12/23 at approximately 8:54 a.m., he was not taken out of his cell or provided with medical assistance until the following day, 11/13/23, at approximately 7:15 a.m. Senior Correctional Police Officer (SCPO) Gulbrani Khan worked the housing unit on third shift on 11/12 into 11/13/23. A review of institutional surveillance revealed that on 11/12/23, SCPO Khan reported to the unit at 9:43 p.m. and conducted his initial count at approximately 9:50 p.m. and visited the length of the tier. SCPO Khan entered the tier again at 10:43 p.m. but did not visit the length of the tier, stopping two cells from the injured incarcerated person. He entered the tier again at 12:31 a.m., 2:58 a.m., and 5:04 a.m. During his last tour, SCPO Khan stopped in front of the incarcerated person's cell at approximately 5:07 a.m. and stood in front of the cell, where the cell light was turned on. At approximately 5:08 a.m., SCPO Khan walked away from the cell. At no time did SCPO Khan call for a supervisor or for medical attention, nor did he call a Code-53 for a medical emergency. During the course of the investigation, SCPO Khan could not recall the nature of any conversation he had with the injured incarcerated person during his tour at 5:07 a.m. or at any time during his shift. On 11/13/24, SCPO Khan was shown pictures of injuries to the incarcerated person, and he denied being aware of them during his shift. SCPO Khan signed a settlement agreement for a 90-day suspension on 1/16/2025.
