Perez responded to police HQ to complete his report. At the end of his shift, Officer L. Perez went home and never filed criminal charges as per domestic violence guidelines and policy. In addition, Officer L. Perez knew the victim was being admitted to the hospital and failed to assist the victim in obtaining a TRO at the hospital. Officer L. Perez instead instructed the victim to come to the police station when they were released.
