While assigned as General Assignment Sergeant, a Medical Emergency was called in his area. Investigation of the incident determined that he directly observed the custody staff member pass out and fall violently o the ground. Being the only supervisor in the area, Sgt. Webb willfully failed to devote attention to emergency procedure tasks which resulted in danger to a custody staff member. This delayed the emergency response.
